HR Operations Manager

Job Purpose
The HR Operations Manager will oversee and manage the company’s HR operations, with a specific focus on payroll administration, government affairs, and HR information systems (HRIS). This role ensures efficient and compliant HR processes, aligning with UAE labor laws and internal policies. The HR Operations Manager will also be responsible for managing the accuracy and functionality of the HRIS, ensuring it supports the company’s operational and strategic HR needs.
Job Responsibilities
Payroll Management:
- Oversee end-to-end payroll processes to ensure accurate and timely salary disbursement for all employees.
- Ensure full compliance with the UAE Wage Protection System (WPS) and other payroll-related regulations.
- Address and resolve payroll-related queries and discrepancies in a timely manner.
- Maintain accurate payroll records, including deductions, allowances, and benefits, in line with local regulations.
- Collaborate with Finance to ensure alignment on payroll processes and reporting, and to meet SLA targets.
Government Affairs:
- Manage all HR-related government processes, including visa applications, renewals, work permits, and labor contracts in compliance with UAE laws.
- Build and maintain strong relationships with government entities such as MOHRE, immigration, and free zone authorities.
- Stay informed of changes in UAE labor laws and regulations, ensuring the company remains compliant.
- Manage and oversee government audits, ensuring all HR processes are compliant with local regulations.
- Ensure timely processing of all government-related tasks as per SLA agreements.
HR Information Systems (HRIS):
- Oversee the management and maintenance of the HRIS, ensuring data accuracy, functionality, and compliance.
- Ensure the HRIS effectively supports payroll, employee records, and government reporting processes.
- Ensure HRIS compliance with local regulations and company standards.
- Collaborate with IT and HR teams to optimize the functionality of the HRIS and integrate new modules when necessary.
- Provide training and support to HR and other departments to ensure efficient use of the HRIS, meeting all SLAs related to system performance and data accuracy.
Service Delivery and SLAs:
- Ensure that all HR operational services, including payroll, government affairs, and HRIS, are delivered in line with established SLAs.
- Monitor HR service delivery to ensure timely and high-quality responses to employee inquiries and operational needs.
- Develop, implement, and monitor Service Level Agreements (SLAs) for all HR processes, ensuring accountability and operational efficiency.
- Regularly review and improve service delivery processes to ensure HR operations are meeting or exceeding SLA targets.
- Address and resolve any service delivery issues or escalations to maintain service quality and compliance.
Compliance and Reporting:
- Oversee the daily HR operational activities, ensuring all processes are efficient, compliant, and aligned with company policies.
- Implement continuous improvements to HR operational processes to enhance service delivery and operational efficiency.
- Ensure full compliance with UAE labor laws, WPS, and company policies across all HR operations.
- Prepare and submit periodic reports on payroll, government-related matters, HR operations, and service delivery performance.
- Monitor HR processes for legal compliance and ensure any necessary updates to policies or processes are implemented.
- Provide regular updates on service delivery performance, ensuring adherence to SLA commitments.
Team Development:
- Lead, coach, and mentor the HR operations team, providing guidance on payroll, government affairs, HRIS, and service delivery.
- Ensure the continuous development and training of the HR operations team to stay updated on regulations and process improvements.
- Foster collaboration between HR, Finance, IT, and other departments to ensure seamless service delivery and process alignment.
Job Requirements
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Certifications in HR operations, payroll, or HRIS systems (e.g., CIPD, SHRM) are a plus.
Experience
- Minimum of 5-7 years of experience in HR operations, including payroll, government affairs, and HRIS management in the UAE.
- Proven experience in managing service delivery within HR operations and ensuring adherence to SLAs.
- Strong knowledge of UAE labor laws, WPS, visa processes, and government regulations.
Knowledge & Skills
- HRIS Expertise: In-depth knowledge of HR information systems, with experience managing and optimizing HRIS for payroll, employee data, and compliance.
- Payroll Expertise: Strong understanding of payroll systems, WPS regulations, and payroll compliance.
- Government Affairs: Familiarity with UAE labor, immigration, and visa processes, with the ability to build relationships with government authorities.
- Service Delivery: Proven ability to deliver HR services efficiently, meeting or exceeding SLA targets.
- Compliance: Strong knowledge of UAE labor laws and regulations to ensure full compliance in all HR operations.
- Leadership: Ability to lead and develop an HR operations team, ensuring effective and efficient service delivery.
- Communication: Excellent communication skills for working with internal teams, government entities, and external stakeholders.
