Job Description:

Parsons is looking for an amazingly talented Project Manager – Civil & Utilities to join our team! In this role you will get to Responsible for managing the end-to-end delivery of road infrastructure and utility projects within a PMC portfolio, ensuring alignment with client objectives, regulatory standards, and project timelines.

What You’ll Be Doing:

  • Lead the planning, execution, and delivery of civil infrastructure and utility projects, primarily focused on road works and associated utility coordination.
  • Manage all phases of the project lifecycle, including design review, procurement, construction supervision, and handover.
  • Coordinate closely with contractors, consultants, local authorities, and stakeholders to ensure timely delivery and compliance with project requirements.
  • Review and approve method statements, shop drawings, and technical submittals related to civil and utility scopes.
  • Proactively manage project risks, resolve technical issues, and ensure alignment with project timelines and budgets.
  • Implement and oversee project controls related to schedule, cost, and quality assurance.
  • Facilitate approvals and interface management for wet and dry utilities (potable water, sewer, stormwater, telecom, power, etc.).
  • Prepare regular progress reports, attend coordination meetings, and maintain communication across all stakeholders.
  • Coordinate hardscape and softscape implementation in public realm and streetscape areas in alignment with civil and utility work.
  • Monitor landscaping works to ensure compliance with approved designs , irrigation integration , plant selection and urban design intent .
  • Ensure full compliance with health, safety, and environmental (HSE) standards across all construction activities.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering or a related discipline.
  • Minimum 12 years of relevant experience,
  • Proven experience in managing road construction, utility diversions, and stakeholder coordination.
  • Strong working knowledge of local authority requirements (e.g., ADM, ITC,MCC, TAQQA, etc.).
  • Excellent project management, communication, and leadership skills.
  • Demonstrated ability to handle multiple infrastructure packages simultaneously under tight deadlines.
  • Proficiency in project management tools and reporting (Primavera P6, MS Project, Excel, etc.).
  • Fluent in English, both written and spoken.

What Desired Skills You’ll Bring:

  • PMP or equivalent certification.
  • Experience working on large-scale masterplan or mixed-use developments in the Middle East.
  • Strong understanding of permitting procedures, utility NOCs, and local infrastructure codes.
  • Working knowledge of AutoCAD, GIS, or civil design platforms is a plus.
  • Familiarity with ESG, sustainability, and smart city infrastructure considerations.
