Commissioning Supervisor
Job Description
responsible for running and documenting the equipment commissioning tests performed on site (SAT Report) as agreed with the Site Works Coordinator or Site Director or
ProjectManager;Manages, leads or performs commissioning tests and operations in conformance with the safety regulations and the powers conferred upon him;Manages checking the measurement instruments, reports any non-conformances, Customer reservations and records the modifications required on the drawings (annotations);Submits reports to the Site Works manager / Coordinator or Project Manager;In case of need is able to propose/advise/assess the minimum quantity of commissioning Spare Parts needed on site.
Key Activities and Responsibilities:
Commissioning – Implementation of tests:
- Resposible for proper performance of tests and commissioning of the equipment supplied under the terms of the contract, in accordance with the time and work schedule drawn
up by the Site Works Manager / Coordinator or Project Manager. - Review, validate and implement necessary updates in a comprehensive Commissioning plan.
- Makes the decision for technical matters related to commissioning of equipment and instructs the commissioning enginners accordingly
Commissioning – Test documentation:
- Responsible for notification of measurements and tests results on the documents provided for this purpose and have them signed by the customer or his on-site representative
who was present at the tests and/or who validated them
Commissioning – Test tool check:
- Checks that the measurement instruments and equipment used for the on-site tests are valid and have been correctly maintained.
- Informs the Site Works Manager / Coordinator before the calibration expiry date is passed, or of any poor condition noticed.
- Follows procedure related to tracking of condition of tools (use of “Tools Track”).
Commissioning – Detection and reporting of Non-conformances found as a result of the tests:
- Reports non-conformances and customer’s reservations to Site Works Manager / Coordinator or Project Manager by mean of proper tool / template (NCR + Site report
templates); - Reports any punch items identified to Site Works Manager / Coordinator or Project Manager by dedicated tool / template;
- Updates the event tracker file any time needed to record any issue on site.
Commissioning – Update of drawings for conversion to “AS BUILT” status:
- Notes all the modifications that have been made to the “Approved for Construction” drawings provided by the Site Works Manager in order to compile a final “RED MARKS”
folder that will be sent to the engineering department in order to update the drawings. These drawings become to “AS BUILT” status.
Follow-up and reporting of commissioning and maintenance activities:
- Regularly (weekly) provide reports including spent hours (timesheet) / costs on site to Site Works Manager / Coordinator or Project Manager;
- In case of need propose and implement any necessary corrective actions (refer to site report template);
- Works in close relationship with the Technical Leader (Corporate office) and execution team;
- Provides the Project Manager or Site Works Manager / Coordinator with regular assessment of project risks and propose corrective plans & actions.
Coordination of commissioning team / subcontractors:
- Organizes and supports the Commissioning team;
- Coordinates subcontractors and approves the subcontractors’ progress reports;
- Notifies in due time the external attendees (Client, Third Party…) to specific test / inspection when required;
- Reports any organizational requirements or manpower needs to meet the objectives for the installation & Commissioning scope of work to Project Manager or Site Works
Manager / Coordinator; - Attends and actively participates on regular Commissioning meetings organized by Client, Project Management team or Site Team.
Application of Safety regulations:
- Carry out works corresponding to the assigned authorization level;
- Apply the safety regulations and use the safety equipment and devices if required; report any breach of this provision;
- Ensure compliance with the best practice recognized in your field;
- Participate in the preparation of the work to be carried out;
- Draw up the safety plan or make sure that one is available;
- Throughout the work, manage the safety aspects with the customer;
- Ensure that work is performed in conformance with the “Standing safety procedures”, the “Safety instructions applicable on site” and the provisions of the Job Safety Analysis –
- Risk Analysis assessment;
- Use your right to opt out in the event of serious imminent danger.
- Informs superiors in the event of irregularities.
- Applies all safety rules and regulations to subcontractors
Application of Safety regulations:
- Strictly follow Schneider Electric Global safety instructions as well as local requirements of countries where the job is performed
Update the business information systems:
- Update the expenses and charges in Schneider Electric standard tool.
- Update the customer equipment databases if applicable.
Qualifications:
- Ability to communicate (written, verbal) in clear and synthetic manner on technical issues/topics.
Electrical technician with minimul Bachelor degree - English – Fluent (C1)
- Experience in any competitor equipment (ABB, SIEMENS, etc.) is advantage
- Good Software tools literacy: MS Office, Acrobat, AutoCAD, Outlook, Testing device software(Omicron), Protection Relays Setting software
- Advanced Knowledge of Medium voltage/Low voltage equipment, Power stations and principles, The latest technologies and commissioning test principles
- Working on site or in an Electro-Mechanical design office minimum 5 months
- Confirmed experience or litteracy with any of Schneider Equipment for MV (Premset, MCSET, PIX), Protection Relays (SEPAM, Micom, Easergy), UPS APC Symmetra and LV Distribution panels (Blokset, Okken, Prisma) is advantage
- Flexibility & Reliability, Focus on technical details & Customer focus, Team player
- 5 years to 8 years of experience including at least five (5) years commissioning LV and/or MV Equipments
- Based in UAE and able to travel internationally for 50% of working time in (MEA)
