Job Description:
Contract and Claims Manager
Abu Dhabi, UAE
Parsons is looking for a Contract and Claims Manager to join our team. In this role you will get to perform contract, commercial, and claims activities typical to the engineering and construction industry and take on a management role on one of our newly awarded projects in our Abu Dhabi sector working on a mega rail project for one of our key clients.
What You’ll Be Doing:
- Manage and administer the Client Contracts on behalf of the Client and discharge the role of the ‘PMC’ and ‘Engineer’ as defined in those Contracts.
- Administer all incoming/outgoing correspondences under the Client Contracts and ensure all are responded to or closed in accordance with the timescales stipulated in the Contract. Establish, maintain and update a correspondence log and submit to the Client on a monthly basis.
- Review and assess all the Client Contractors interim and final payment applications, prepare payment recommendations and certificates and submit them to the Client for approval. The consultant shall establish, maintain and update a database of insurance policies and securities (bonds, parent company guarantees, warranties, escrows, stakeholders bank guarantees / securities and the like) required under the Client’s Contracts. The database shall record the expiry dates of policies and securities and the Consultant shall be responsible for obtaining renewals and replacements from the Client’s Contractors before their respective terms expire.
- Coordinate and prepare required information and documents (with the Client’s assistance if required) with all insurance advisers and broker.
- Review, analyse changes/variations/claims and recommend resolutions to the Client with respect to merit and quantum. The Consultant’s responsibilities and obligations also includes the to raise counter claims & back-charges against the Client Contractors, where applicable.
- Establish the timelines for approval and resolution of changes/variations/claims in accordance with the provisions of the respective Client Contracts and submit to the Client for approval.
- Where required support the Client in any arbitration or dispute resolution cases.
- Draft the Change Management Plan describing the processes and tools to be used to identify, quantify, manage, track and control change to the project’s baseline and configuration. The plan should be aligned with the Client’s change management processes and Configuration Management Plan.
- Manage all the project related change requests documents including preparing and submitting all the supporting document/information and attend/participate in the relevant change committee(s) in accordance with the Client’s change management processes.
What Required Skills You’ll Bring:
- Bachelor’s degree in quantity surveying.
- 15+ years demonstrable experience in all aspects of quantity surveying.
- Proven experience in analyzing contract variations and claims.
- Experience in Commercial Management.
- Excellent written contractual correspondence and verbal communication skills in English.
What Desired Skills You’ll Bring:
- Qualified and chartered by a recognised international body such as Royal Institution of Chartered Surveyors (RICS) or Chartered Institute of Arbitrators (CIArb) will be an added advantage.
- 15+ years of related work experience in infrastructure projects is preferred with at least 8 being in the UAE.
- Rail experience and experience of civil infrastructure projects, including road and utility relocation / enabling works.
- Ability to perform difficult activities typical to the engineering and construction industry is required.
- Experience with FIDIC.
- UAE and UK experience preferred due to Client interfaces.
- Experience working for a Consultant providing internal and external advice.
- Ability to work autonomously.
