Division Chief, Monetary and Financial Sector
The Arab Monetary Fund aims to onboard a “Division Chief, Monetary and Financial Sector” in the Economic Policy Department, reporting to the Executive Director, Economic Policy.
Job Purpose
The Division Chief of Monetary and Financial Sector leads the design and implementation of policies to enhance financial stability, regulatory development, and digital transformation across member states. The role ensures alignment with AMF’s financial sector development strategy and oversees regional cooperation through technical secretariat responsibilities with Arab financial governance bodies.
Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:
- Oversee assessments of financial system stability across member states and provide macroprudential policy recommendations.
- Lead the development and advisory work on regulatory and supervisory frameworks for banking and non-banking institutions.
- Support efforts to combat financial crime and ensure alignment with global standards (e.g., FATF, Basel).
- Promote digital transformation through policies on digital financial services and open finance.
- Drive initiatives to expand financial inclusion, especially among women, youth, and entrepreneurs.
- Provide guidance on local market development to enhance financial access and economic growth.
- Lead technical assistance, training, and capacity-building programs for financial institutions and regulators.
- Coordinate regional initiatives under the Secretariat of the Council of Arab Central Bank Governors and the Council of Arab Ministers of Finance.
- Represent AMF in international financial forums and ensure member state perspectives are effectively communicated.
- Lead the division’s strategic and operational planning, ensuring alignment with AMF’s institutional goals.
- Oversee the collection, analysis, and use of financial sector data to inform policy development and performance monitoring.
- Monitor division KPIs, reporting progress and challenges to senior management and stakeholders.
- Ensure compliance with internal policies and external regulations governing financial sector operations.
- Identify opportunities for system/process optimization and risk mitigation aligned with industry best practices.
- Review and enhance internal frameworks and policies to improve operational efficiency and governance
- Establish and strengthen collaborative relationships with key internal and external stakeholders, including central banks and financial institutions.
- Represent the division in financial sector discussions, fostering cooperation on regulatory development and financial market integration.
- Analyze market developments, regulatory trends, and economic shifts to guide policymaking and enhance financial stability.
- Lead, guide, and support the team to execute their responsibilities efficiently, ensuring compliance with established policies and procedures.
- Collaborate with the HR Division to identify, recruit, and retain top talent aligned with the division’s strategic objectives and operational needs.
- Set clear performance objectives and provide regular feedback, coaching, and appraisal to enhance the team’s expertise and effectiveness.
- Foster a high-performance work culture by promoting AMF’s core values, encouraging innovation, and ensuring continuous professional development.
Qualifications and Requirements
- Minimum of 15 years of experience in financial sector policy, regulation, or development at national or regional levels.
- Deep understanding of global financial systems, regulatory challenges, and macroeconomic frameworks.
- Strong experience with international cooperation, financial inclusion, and digital finance transformation.
- Proven leadership in managing complex policy programs, strategic initiatives, and stakeholder engagement.
- Master’s degree in finance, economics, or a related field from a recognized university.
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
