Job Description- Design/Engineering Manager

Position Title- Design / Engineering Manager

Location- Dubai, United Arab Emirates

Job Purpose-

The Design/Engineering Manager is responsible for leading and managing all design and engineering activities across the project lifecycle, ensuring that system designs are technically robust, cost-effective, compliant with specifications, and delivered on schedule.

The role oversees multidisciplinary engineering teams and ensures seamless integration between design, procurement, construction, testing, and commissioning for successful project delivery.

The position oversees the design and implementation of all Rail systems including telecommunications systems covering transmission networks, fiber optic backbone, IP/MPLS networks, radio communications, passenger information systems, CCTV, telephony, public address systems, master clock systems, data centers, cybersecurity architecture, Onboard telecommunication equipment and associated telecom infrastructure along with Platform screen door, Traction power, Depot Equipment and Guideway.

Key Roles & Responsibility-

1. Engineering Management & Leadership

  • Organize and staff design and engineering functions in coordination with the Project Manager.
  • Lead multidisciplinary engineering teams across all system and subsystem domains mainly in Telecommunication, PSD and Other railway Systems
  • Allocate responsibilities to discipline leads and ensure effective coordination.
  • Establish engineering organization, roles, responsibilities, and resource allocation.
  • Provide technical leadership and mentoring to System Design engineers and designers.
  • Manage engineering consultants, subcontractors, and suppliers from telecommunications and other rail systems.

2. Design Planning & Quality Assurance

  • Establish and implement the Design Quality Assurance Plan in coordination with QA/QC Manager and discipline leads.
  • Ensure all designs comply with Contractual requirements, applicable standards and codes and Dubai regulatory requirements
  • Monitor design quality and consistency across all deliverables.

3. Design Development & Review

  • Oversee development of system and subsystem designs.
  • Review and approve Design documents, technical specifications, Drawings and calculations
  • Ensure all deliverables meet required quality before submission to the Project Manager and Client.
  • Ensure quality of design submission and reduction in design-related change orders and rework, facilitate approval of design documents with The Engineer and client
  • Manage the design development of all Rail Systems mainly telecommunications subsystems including:
    • Fiber Optic Transmission Network
    • IP/MPLS Data Network
    • Public Address System (PAS)
    • Passenger Information Display System (PIDS)
    • CCTV System
    • Telephone System
    • Radio Communication System (TETRA/LTE/FRMCS)
    • Master Clock System
    • Access Control System
    • Data Center & Server Infrastructure
    • Network Management System
    • Telecommunications Power Supplies
  • Ensure interoperability between telecom subsystems and other railway systems.
  • Define and manage end-to-end telecom architecture.
  • Develop network topology, redundancy concepts, resilience strategies, and disaster recovery provisions.
  • Support network capacity planning and future scalability
  • Define and manage onboard telecommunication equipment.

4. Integration & System Engineering

  • Manage overall system design including Subsystem integration, Interface coordination, Rolling stock/vehicle integration, RAMS (Reliability, Availability, Maintainability, Safety) considerations
  • Ensure seamless integration between civil, MEP, and rail systems.
  • Manage all telecom related interfaces along with other railway system with:
    • Signalling Systems (CBTC, ATP/ATO)
    • SCADA Systems
    • PSD Systems
    • Rolling Stock Systems
    • OCC/BCC Systems
    • Civil and Architectural Works
    • MEP Systems
    • Depot Systems

5. Cybersecurity & System Protection

  • Ensure telecom systems comply with railway cybersecurity requirements.
  • Review cybersecurity architecture and risk assessments.
  • Support implementation of:
    • IEC 62443 requirements
    • ISO 27001 principles
    • Network segmentation
    • Access control mechanisms
    • Security monitoring and incident response
  • Coordinate with Cybersecurity and System Assurance teams.

6. Schedule & Cost Control

  • Ensure delivery of engineering outputs in accordance with project schedule.
  • Manage engineering resources to optimize cost and efficiency.
  • Ensure designs support efficient procurement, fabrication, and construction.

7. Procurement Support

  • Support procurement activities through technical evaluations of vendor quotations and review of technical submittals
  • Ensure selected vendors comply with design and technical requirement

8. Testing, Commissioning & Operations Support

  • Manage development of System acceptance testing plans, commissioning procedures and Training programs
  • Oversee commissioning activities and preparation of test reports.
  • Supervise training of operations and maintenance personnel.

9. Documentation & Deliverables

  • Ensure preparation of Operation & Maintenance (O&M) manuals, As-built drawings and maintenance equipment and spare parts lists
  • Ensure all deliverables are submitted in the correct format and on time.

10. Stakeholder Coordination

  • Interface with Project Manager, QA/QC, RAMS teams, contractors, suppliers, Client and regulatory authorities
  • Provide technical support and guidance throughout the project lifecycle.
  • Active contribution during Internal/External and Regulatory audits.

11. Reporting & Project Support

  • Provide regular progress updates on engineering activities.
  • Support the Project Manager in decision-making and issue resolution.
  • Ensure alignment of engineering outputs with overall project objectives.

Qualifications & Experience

  • Bachelor’s degree in engineering (Civil, Electrical, Mechanical, or Systems)
  • Master’s degree, professional Membership of International Railway bodies preferred
  • Minimum 15–18 years of Railway Telecommunication system experience in design/engineering management for large infrastructure or rail/metro/APM/Tram projects
  • Minimum 5 years in a senior telecom engineering or design management role.
  • Experience in UAE/GCC projects is highly preferred

Technical Skills

  • Strong knowledge of Multidisciplinary engineering design, Rail/transit systems integration, technical bid evaluation
  • Strong experience in Fiber Optic Transmission Systems, IP/MPLS Networks, Radio Communications (TETRA, LTE, FRMCS), CCTV Systems, Passenger Information Display Systems (PIDS), Public Address Systems (PAS), Telephone Systems, Master Clock Systems, Access Control Systems, Data Centers and Server Infrastructure and Network Management Systems
  • Experience with Design management tools, processes, Interface management and RAMS coordination
  • Strong knowledge of Rail Systems (Signalling, Telecom, Power Supply, Rolling Stock), Depot systems, Civil and MEP
  • Strong knowledge of international and regional standards such as EN standards (EN 50126/8/9 for RAMS), IEC, ISO, BS, ASCE codes, Dubai Municipality and RTA requirements
  • Strong capability in identifying, managing, and resolving technical interfaces between subsystems
